PURPOSE:

The Release Train Engineer (RTE) leads multiple cross functional teams within an Agile Release train (ART). The RTE guides the team on how to use Agile, Scaled Agile Framework (SAFe) values/practices through servant leadership. The RTE creates and nurtures a culture of continuous learning, growth mindset and agile maturity through agile practices, agile mindset, metrics and SAFe guidelines. The RTE partners with ART leadership to remove impediments and provide a clear path for the ARTs success.

ESSENTIAL FUNCTIONS:

  • Leads Product Owners, Business Analysts, Development and Test Engineers across several scrum teams.Provide structure, remove hurdles, and guide the team on how to use Agile/Scrum practices and values with the goal of getting the most out of self-organization. Work collaboratively with integrated team of BCBSA & BCBSA Plans to address feedback associated with risks and issues.

  • Identify and drive the culture change required to improve agility within their teams and ART's.

  • Exhibits and infuses the behaviors of a Lean-Agile Leader to nurture a Lean-Agile Mindset in the team, leadership and the program.

  • Act as a servant leader and coach for the ART team (Scrum Masters, Product Owners, Developers, Testers) and supporting teams to deliver an overall solution.

  • Helps the team improve and take responsibility for their actions; facilitates the team retrospective.

  • Teaches problem-solving techniques and helps the team become better problem-solvers for themselves.

  • Ensures the Agile Best Practices are adopted (e.g., Definition of ready/done) and ART level working agreements are being followed.

  • Facilitates discussion, decision making, and conflict resolution within the team/ART to improve team level performance and value delivery.

  • Supports the ART's efforts to manage delivery and improve communications/relationships with teams outside of the ART: enterprise-wide Product Line and supporting teams (e.g. User Experience, Architecture, Shared Services etc.).

  • Takes a lead role in coordinating work with other teams to improve flow and throughput.

  • Represents the team in the Cross-ART Syncs and program level ceremonies to ensure:

  • Cross Product line dependencies on the ART are identified and managed effectively.

  • Effective planning, execution, and operating model improvements at the enterprise level.

  • Helps their teams to remain aware of opportunities to engage and improve larger program effectiveness.

  • Provide input and lead initiatives to improve business agility in the team/program/enterprise.

  • Leads ART focus on daily and/or Iteration goals in the context of the current and upcoming Program Increment (PI) Objectives.

  • Leads and facilitates PI Planning, ART Syncs and the Inspect and Adapt/System Demos; and supports all SAFe ART ceremonies.

  • Supports the ART in addressing and mitigating risks and resolving issues in support of meeting the ART objectives.

  • Leads ART efforts in relentless improvement. Continuously engage in challenging the old ways of working to improve team level or ART level performance in the areas of quality, predictability, flow, velocity and other metrics defined by the enterprise.

  • Supports the Product Owner and Product Management areas in their efforts to manage the backlog and guide the team while facilitating a healthy team dynamic with respect to priorities and scope.

  • Supports teams to eliminate impediments by engaging the right stakeholders within the organization or partner organizations.

  • Assists with internal and external communication and improves transparency.

SUPERVISORY RESPONSIBILITY:

Leads a team utilizing a matrix management system.

QUALIFICATIONS:

Education Level: Bachelor's Degree in Business Administration or related field OR in lieu of a bachelors degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Licenses/Certifications:

  • Certified Scrum Master (CSP)

  • Certified SAFe Release Train Engineer (RTE)

Experience:

  • 8 years or equivalent in the use of Lean, Agile methodologies including three plus years as Scrum Master or Kanban lead.

  • Proven success leading multiple Agile teams to agile maturity and improved customer outcomes.

Preferred Qualifications:

  • Strong leadership and facilitation skills.

  • Strong analytical, oral, and written communication, presentation skills.

  • Ability to navigate through ambiguity, set direction, and influence those not under direct line of management.

  • Technical aptitude to support programs use of work management and collaboration tools.

  • Experience in working with senior management and leadership team.

  • Strong background and working experience on large programs in leadership role using Scaled Agile Framework.

  • Process flow centric knowledge around health claims and benefits is a plus.

  • Knowledge of Systems Development Lifecycle and the Project Management Lifecycle.

  • Business savviness and ability to discover the potential business and product opportunities.

  • Experience with Product Roadmap development and influencing key stake holders for buy in on business priorities.

  • Extensive IT and business experience in planning, technical design/development, implementation, and maintenance of systems; preferably across multiple hardware and software platforms.

  • Ability to understand future product needs and influence their prioritization with all stakeholders, so that the scrum team can execute them.

  • Ability to support/drive timely product decisions to ensure smooth flow of work into delivery teams.

  • Experience working with agile delivery teams.

  • Ability to provide agile training, in one or more methodology (Scrum, Kanban etc.) to teams transitioning too Agile.

Salary Range: $104,976 - $208,494

This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilites of the position, the candidate's work experience, education/training, internal peer equity, and market and business consideration. It is not typical for an individual to be hired at the top of the range, as compensation decisions depend on each case's facts and circumstances, including but not limited to experience, internal equity, and location.
